Cecilia Castillo, Senior Project Coordinator
Cecilia Castillo has over 14 years of experience in the development and delivery of strategic policy, special projects, and programs for the City of Los Angeles. She began her career working directly with the community as a Field Deputy for Councilmembers Bill Rosendahl and Mike Bonin. That role provided her insight into the various issues and concerns Angelenos face, especially when it comes to housing affordability. Later Cecilia went on to become a Legislative Deputy for Councilmember Bob Blumenfield where she was the policy lead for housing, homelessness, public works, and technology. In that role she began to understand the complexities of affordable housing siting, financing, and construction. She was instrumental in the selection and completion of the A Bridge Home Project, The Willows, in Canoga Park and site selection for other temporary housing projects.
Cecilia went on to join the Los Angeles Department of City Planning as a Project Planner in Valley Project Planning where she processed discretionary entitlements and administrative approvals, including the first Executive Directive 1 (Bass series) case for the San Fernando Valley. In this role she obtained technical experience and understanding of the City’s development services processes.
Most recently Cecilia served as the Deputy Director of Public Works Policy for Mayor Karen Bass where she led coordination between Department of Public Works bureaus, Department of Transportation, and City Planning for collaboration on infrastructure project planning and delivery, including Measure HLA implementation.
Cecilia was born and raised in the San Fernando Valley and received her Bachelor of Arts in Political Science from California State University, Northridge. In her free time, Cecilia enjoys outrigger canoe paddling and hiking.
