Andre' Perry, Team Lead
Andre Perry, Esq., has over 20 years of leadership in real estate development, affordable housing finance, nonprofit management, law, and real estate finance. He has held roles in executive and change management and operational growth. Recently, Mr. Perry was Acting Chief of the City's Asset Management and Development Group within the Office of the CAO. Previously, he oversaw the City's Proposition HHH $1.2 Billion affordable housing real estate loan fund which generated over $4 Billion in assets under management. In addition, Mr. Perry led the Multifamily Tax-Exempt Bond Unit at the City's Housing Department (LAHD). In these roles, he led the LAHD HHH and Bond team to successfully multiply the City's HHH production by an order of magnitude of 5x (500%). This achievement earned his team the 2021 Multifamily Excellence Award from the National Association of Local Housing Finance Agencies (NALFA). More important than the acclaimed success of the HHH Program, Mr. Perry's team was successful in saving the City approximately $100 Million of HHH loan proceeds. Those savings were used as the City's match for Project HomeKey (PHK) 2.0.
Mr. Perry has had the fortune of representing several organizations as a C-level executive, including as President and CEO of the Los Angeles Housing Partnership (LAHP) and Acting Director of Real Estate with Housing Development Corporation MidAtlantic over a decade ago. Prior, he worked as a member of real estate development teams with regional and national firms like Pulte Homes and Daniels Corporation.
He holds a Graduate Certificate in Economic Development & Growth from the University of Pennsylvania and a certificate in Land Use and Environmental Policy from UC Riverside. He also holds a law license (State of Michigan), and a certification from the National Council of Real Estate Investment Fiduciaries (NCRIEF).
Originally from Detroit, Mr. Perry has a law degree from Wayne State University Law School, an MBA with a focus on investments and securities, and honors degrees in Economics and Mathematics from Wayne State University. He enjoys spending time with family, playing jazz piano, and watching sports, including the World Cup.
